Fund Participated in the 10th IPAF Training Seminar in Mongolia
On May 14–15, 2026, a delegation of JSC «Fund of Problem Loans» (Fund) participated in the 10th Training Seminar of the International Public Asset Management Company Forum (IPAF), held in Ulaanbaatar, Mongolia.
The seminar was organized under the auspices of the Asian Development Bank (ADB) and brought together representatives of public asset management companies, international financial institutions, investment organizations, and leading experts in distressed asset management and non-performing loan (NPL) resolution from across Asia.
As part of the seminar’s business agenda, Arman Karatayev, Director of the Department for Claims Management and State Guarantees of Fund, delivered a presentation titled: «Managing Portfolio Performance in Public AMCs: Monitoring Recovery and Resolution Outcomes».
During his presentation, Mr. Karatayev outlined the Fund’s approaches to monitoring distressed asset portfolio performance, debt recovery and resolution mechanisms, as well as practical tools aimed at enhancing the operational effectiveness of NPL portfolio management.
The seminar agenda covered a broad range of issues related to the resolution of distressed retail and microenterprise debt, development of distressed asset markets, NPL valuation methodologies, digitalization of asset management processes, and strengthening investment and market infrastructure.
The event featured participation from representatives of the Asian Development Bank (ADB), Korea Asset Management Corporation (KAMCO), International Finance Corporation (IFC), S&P Global, Collectius, SAM (Thailand), PT Perusahaan Pengelola Aset (Indonesia), as well as public asset management institutions and industry organizations from across the region.
During the seminar, Ms. Inha Shin, representative of the Asian Development Bank, officially announced that the IPAF 2026 International Summit and Conference will be held in Astana, Kazakhstan, from August 12 to 14, 2026. Fund will serve as the official organizer of the 10th Anniversary IPAF Summit.
On behalf of the Kazakh delegation, Nurzhan Baigaziyev, Deputy Chairman of the Management Board of Fund, extended an official invitation to seminar participants and international partners to attend the upcoming IPAF 2026 International Summit and Conference in Astana.
On the sidelines of the seminar, representatives of Fund also held a series of bilateral meetings with officials of the Asian Development Bank focused on preparations for the IPAF 2026 International Summit and Conference. Discussions addressed organizational matters, development of the substantive agenda, and strengthening international coordination in preparation for the upcoming event.
In addition, a separate working meeting was held with representatives of Korea Asset Management Corporation (KAMCO), during which the parties discussed opportunities for exchanging professional expertise, enhancing institutional cooperation, and expanding collaboration in the areas of distressed asset management and NPL resolution.
Participation of Fund in IPAF activities contributes to strengthening international cooperation, facilitating the exchange of best practices, and promoting Kazakhstan’s expertise in distressed asset management within the global professional community.
