JSC «Fund of Problem Loans» has officially assumed the Chairmanship of the International Public Asset Management Company Forum (IPAF)
Ulaanbaatar, May 15, 2026 — JSC «Fund of Problem Loans» has officially assumed the Chairmanship of the International Public Asset Management Company Forum (IPAF), an international platform of public organizations and financial institutions engaged in the management of distressed assets, operating under the auspices of the Asian Development Bank (ADB). Kazakhstan has also been granted the right to host the 10th юбилей (anniversary) IPAF Summit.
The handover of the Chairmanship took place in Ulaanbaatar during the IPAF Seminar. The Mongolian Asset Management Corporation (MAMCO) formally transferred the Chairmanship to the Kazakh side.
Previously, following the 9th IPAF Summit, JSC «Fund of Problem Loans» obtained full membership in the forum, strengthening Kazakhstan’s participation in the international agenda on distressed asset management and the NPL (Non-Performing Loans) market.
Deputy Chairman of the Management Board of JSC «Fund of Problem Loans» Nurzhan Baigaziyev, noted that assuming the IPAF Chairmanship is a recognition of Kazakhstan’s institutional development in the field of problem asset management.
«Assuming the IPAF Chairmanship confirms Kazakhstan’s growing role in the international professional community and its readiness to contribute to the shared agenda. IPAF serves as a platform for discussing financial system stability, mechanisms for managing distressed assets, and reducing systemic risks. The Chairmanship will further promote professional cooperation and the exchange of best practices among member countries,» said Nurzhan Baigaziyev.
IPAF brings together government organizations, financial institutions, and asset management companies from Asian countries, as well as the broader international professional community in the field of non-performing loan resolution.
As part of its Chairmanship, Kazakhstan will host the 10th Anniversary IPAF Summit, an International Conference on NPL issues, an Investment Forum, and a meeting of the IPAF Coordinating Council in Astana in August this year.
Delegations from approximately 14 countries are expected to participate.
Special attention during the Summit will be given to the digitalization of asset management, the development of electronic trading platforms, the implementation of technological solutions, and the expansion of international investment cooperation in the field of distressed assets.
